what programing language do i need for this game/application?

ive designed (on paper) a darts scoring application (you know the game of darts 501, 180 phil taylor an all that) that could be used to score a live game of darts. im thinking of using an outsourcing website to find a programmer (elance) but i’m wondering what type of programmer would be best, ie flash, c++, visual basic etc
