BEST website design software?

i wanna make a cool,maybe some flash, website, and i dont want something that takes weeks to learn, i dont want to spend more than $120.00 suggestions??????

There are several very good ones that vary in there learning curve.
Like with all programs, some are easy some are harder. You will find that those that are generally easier are WYSIWYG or What You See Is What You Get. Many offer different features.
Microsoft’s Frontpage
Macromedia’s Dreamweaver.
Yahoo’s Pagemaker, (Note) This one is offered free with there plans of Domain and Web Hosting.
